The bill was sponsored by Rep. James A. Taylor Jr., R-Orlando, who told the Orlando Sentinel the new law will not affect texting while driving, but will make drivers more cautious.
The legislation is also expected to create a task force to review safety technologies, including distracted driving.
State Rep. Chris D. Dibes, R-Gainesville, the sponsor of the bill, said the bill was inspired by the Jitterbugs.
He said he and a number of other lawmakers have been frustrated with the use of cell phones in public places.
Dribes said he has heard from drivers that the Jiterbug law has made them safer.
Dibes said his colleagues were not able to find the Jittlers and the bill is intended to make them illegal.
